403 Forbidden message query

Hello, if anyone can give me some information on the below I'd appreciate it. I have written in bullet points to make it as clear as possible:

 

1) I received a 403 forbidden error message when looking at someone's social media posts on Threads. 

 

2) Their social media profile is public. I am not a member of the social media site so was not logged into the site fyi. 

 

3) My main question is this: 

 

a) who issues a 403 forbidden message - is it Threads (social media company) or the profile owner?

 

b) why was it issued if their profile is open to the public and I wasn't interacting with it, I was just looking at their posts. 

 

c) does a 403 forbidden message mean that the profile owner would know I was issued with a 403 forbidden message? Would they have been given my personal name and told I was looking at their profile? This is my main concern. To reiterate, I was not logged into Threads as I'm not a member but I'm not sure what information the social media company would be able to get from me just by me viewing one of their profiles.
