Could you please elaborate as to why you suggest I don't go down that path?
If money is no object I can just buy vista and do an on point install and then do windows 7 the same way. No data would be lost...

If the system is not running properly now then these problems can make in-place upgrades fail, or worse they succeed but keep the same issues.
