I uploaded some cell phone photos via Apples Photo app. For some reason, the geographical tag on them is in China! Never been to China. Don't know how to adjust this but would really like to be able to. Please help.

There is no current feature in Photos that you can change geo tags. You can change it in iPhotos and import it to photos.

You can use third party tool houdageo to change the geo tag location.

 

Send Feedback to apple if you need this feature. This is a good option to tell apple that you need it and the more people send feedback all the more likely apple insert this feature.
