Can't bring up dropdown menu on desktop?

I am using windows 8.1

I have a strange anomaly going on. I have numerous icons on my desktop. When I right click on an icon, .e.g, an app, I normally get a drop down menu, and I choose, run as administrator. But now when I right click, i get the perpetual circle, eventually i have to double click to stop it from hanging... But when i right click on the icons within 3 vertical rows off the extreme right of the screen, works fine, i get the drop down menu. The mouse is fine, checks out.

 

    ANY IDEAS WOULD HELP, PLEASE
