I am get confused when someone say's .net, php, etc. languages are best for web development. But they are not sure for its security! For that I am starting this discussion for every one who can answer to my query.

HTML and CSS is best to learn 1st for web development and then get on to the more complex stuff.

It depends on what you want to do:
HTML and CSS - Browser (client) side code.
JavaScript (not to be confused with Java) - Client-side scripting language. Used to add dynamic content to Web pages, form validation, etc.
PHP - Server-side scripting language. The language this forum is written in, in fact.
SQL - Database query language, typically MySQL or Oracle. Again, using this forum as an example, the database is where posts, etc. are stored.
There are other languages and technologies, it depends on what you have available and what you want to do.

HTML and CSS are good because these are very simple.
But if you want a secure website then .Net and Python will be the best.

Very old thread now, but you need more than just HTML and CSS. These are what the browser uses, and are thus client-side languages.
For interactive content, you'd also need JavaScript (client side) and server-side scripting languages as well (such as PHP and a database query language such as SQL).
That's a bare minimum really...
