System is the correct owner. Both System & Administrator should have Full Control.
Are you able to change Start from 4 to 2?

I am not able to change Start from 4 to 2. An Error Editing Value popped up Cannot edit start: Error writing the values new contents

Something funny going on. Your login does have administrative rights doesn't it? If it doesn't the hidden Administrator certainly does.
Perhaps there is something wrong with the hard drive. Let's run a disk check.
Open an Elevated Command Prompt. Type:
chkdsk /r C:
It will tell you it can't do it now but ask if you would like to schedule the check for the next reboot. Tell it Y then reboot.

You have admin rights but it's always best to right click and run as admin. From what you tell me about the Permissions you should be able to change the BFE value so I am starting to think we have a bad spot on the hard drive.
Go into regedit and see if you can now change the Start value for BFE to 2.
If it still doesn't work then see if you can defrag the disk. That might move the registry to a different part of the disk.

I right click and run as admin regedit. I still can't change the start value. Same error message.
The values for the BFE are grayed out for system and administrator, I can't uncheck them but I do have the option to check the deny box.
I did the defrag. I see that the scheduled optimization is set On and the drives are being optimized automatically, frequency is weekly. Does this mean my hard drive has been defrag?

Win 7 and higher all defrag automatically so it probably has been done recently.
I was hoping if it was a bad spot on the drive that it would move the files to a different spot.
Speccy does not show any errors on the drive. I would expect it to show some write errors but don't see any.
Can you change the BFE Start value at:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\BFE
If not:
See if you can change the Start value
for HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BFE
or
if you don't see it then:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\BFE
using the procedure here:

You will want
HKEY_LOCAL_MACHINE
instead of HKEY_USERS

I followed the online procedure that you provided
Under HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\BFE
I didnt need to change the start value, it is set at 2 already
Same at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BFE
The start value is set at 2. It is not 4.
I am not sure if I need to load hive according to the procedure. I loaded hive and created MyKey but didnt follow through with the rest since it doesnt seem like it is related to changing start value of BFE. Do you want me to do the rest?Should I unload the hive?

I wonder if you could change it to 3?
I assume you have to unload the hive then reboot for any changes to take effect.

After the reboot, the start value for HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\BFE is changed to 2 now.

say now?
Can you start the BFE service now?

The BFE started automatically after reboot.
