MS streets and trips 2008 stopped opening/running on Windows 8.1

Hello, the Windows 8.1 PC went off during a power outage and when restarted S&T 2008 would not run any longer. It is used daily. Used a restore point when to no avail. When clicked it just has the blue circle for a second then nothing. Will not open from saved maps or .exe ran as administrator. Set the compatibility mode to windows 8 but the troubleshooter does not seem to help with settings. Windows update is set to ask before downloading and installing and no new programs installed since 2 weeks ago. Installed and used ccleaner, defraggler and malwarebytes about 2 weeks ago to speed up the PC but S&T operated fine after until yesterday. Did the reinstall/repair from the S&T 2008 dvd but still will not open.
