Nothing to worry about if you have glued it back on, it is buffer tape that serves a couple of purposes, it stops rattles, helps to create a snug fit between two surfaces that are screwed together and in some instances the tape can be thicker and have a rubber backing that is intended to prevent any short circuits.
Question, if you are worried by something so basic why do you have the computer partially dismantled in the first place.

You are welcome but be careful when opening up a PC, the PSU can hold enough charge to cause serious injury or worse and likewise the capacitors on the motherboard can hold enough charge to give you a jolt and while bricking the hardware in the process, bottom line, don`t open up a PC unless you know what you are doing and those that do know what they are doing will never open up a PC unless it is absolutely necessary.
