I fully agree with what you're saying about not removing any files but then I have seen things going on on this computer that I have never seen; I'm just being paranoid...lol In place upgrade is underway. Will follow your directions once complete. We're at "Getting Updates" @ 73%

In Place Upgrade complete. As regards programs not working, there is no change other than how they are displayed in the App Menu if they are displayed. Some of the "missing" programs are now not listed in the App Menu. I am attaching screen shots for Family Tree Maker (now only has Uninstall option) and REVO (now only has web view option) showing how they appear in the App Menu now.
All these programs have been corrupted, Ken.
Check if you can uninstall them now. After that, go on to reinstall them again. I expect that now you can uninstall them properly. If not, let me know.

Still getting the same "cannot find the file errors..." when trying to uninstall (screenshot attached for REVO Uninstaller). At this point I'd say we are pretty much down to just getting things put back on the computer and they'll be back to "zero" where the missing programs and files are concerned.
That work is on me, and I believe I have already mentioned what I have in mind going forward. I'd say we can start wrapping this up and I will need info on sending a donation your way.

Did you try to select Yes as it is shown in the screenshot above? If yes, what happens?
Since I am going to shut down in a while, I would like you to write down the programs that need uninstall. I'll give you instructions in a next post, to uninstall their remnants. I am talking about remnants, because those programs are corrupted now and thus, not working right.
I appreciate your attention to details but bear in mind I am going to do a "Clean Install" and setup before this computer goes back to my neighbor. My biggest hope in getting help from someone a lot smarter than me was the hope of recovering data, documents, etc, that are now missing from the computer. I'm likely going to use the recovery partition to clean install windows 10, (which is what shipped on the laptop), that should make sure all the correct drivers are present from HP then let all the updates run. Once that is done, I'll use Winutil by Chris Titus to "debloat" windows (if you are unfamiliar, you should check out his github), reinstall the programs and get it back to my neighbor. All that said I would still like to know how to get a donation your way. You have been a big help even though we didn't recover much.

I don't want to become a burden, but now we can just uninstall the problematic programs' remnants and reinstall the programs again. There is a way to do that.
Something you didn't mention before: documents were also lost? You talked only about programs not functioning.
In case you want to proceed with a clean install, take this in mind:
The disk that came with the laptop is old enough and doesn't include the updates for Windows 10, so you would have to do them all. See here about the refresh/reset options: Reset your PC - Microsoft Support
As to the donations, I really don't know how to guide you. Personally, since we didn't solve your issue, I would feel bad to accept any donation.
Sorry, may not have been clear enough in my initial post but item 4 that I listed "all Library Folders appear empty", and they are empty as far as I can tell, that a-side. I'm aware of the pitfalls either way, clean install debloated win10 ISO then deal with installing any driver/chipset stuff that windows doesn't get the best match for verses HP Recovery image best drivers/chipset info with hours of multiple runs of windows update and then debloat Windows. Flip a coin...lol Then there is it's a 96-year-old that is beginning to really show signs of making "unwise" decisions regarding email scams. It was a fake PayPal pending payment (391 dollars and change I think) email, call this number (which they did) FAKE EMAIL that started this adventure. I'm going to lock this computer down as hard I can and still allow them to take care of what they need to via online avenues.
At this point I'm OK calling this one done and I really think you deserve a donation, just saying.
